Mr. Garza is responsible for the overall management of Houston Gateway Academy. He has 8 years experience in Charter School Management and has 30 plus experience in financial management. His primary responsibility is to carry out the strategic plans and policies as established by the board of directors. He reports to the board of directors. Mr. Garza has the following responsibilities as CEO and has been instrumental in the turnaround of the entire school.
- Board Administration and Support
Supports operations and administration of Board by advising and informing Board members, interfacing between Board and staff, and supporting Board's evaluation of chief executive
- Program, Product and Service Delivery
Oversees design, marketing, promotion, delivery and quality of programs, products and services
- Financial, Tax, Risk and Facilities Management
Recommends yearly budget for Board approval and prudently manages organization's resources within those budget guidelines according to current laws and regulations
- Human Resource Management
Effectively manages the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations
- Community and Public Relations
Assures the organization and its mission, programs, products and services are consistently presented in strong, positive image to relevant stakeholders
- Fundraising (nonprofit-specific)
Oversees fundraising planning and implementation, including identifying resource requirements, researching funding sources, establishing strategies to approach funders, submitting proposals and administrating fundraising records and documentation
In charge of all payables and receivables, employee insurance, payroll, timesheets and request orders. Ms. Luna has 20 plus experience working in the non-profit field. She has extensive knowledge of internal fiscal controls. Management, cost accounting, and financial information in a format prescribed by the state board and in a manner sufficient to enable the state board to monitor the funding process and determine educational system costs by HOUSTON GATEWAY ACADEMY, campus, and program. Her primary responsibilities include:
- Manage all general ledger and subsidiary journals, including cash receipts, cash disbursements, accounts payable, accounts receivable, revenue releases, payroll accounts, cash flow forecasting, grants administration and reporting
- Reconcile accounts payable and accounts receivable on a monthly basis
- Process cash disbursements on a weekly basis
- Manage the purchase order process for the organization
- Process general ledger transactions and post entries
- Reconcile all credit card purchases to monthly statements
- Perform all cash account reconciliations for all relevant bank accounts
Ms Santiago has 17 years of extensive experience in the PEIMS system. She has worked in the Charter School system for 7 years and in the Public school system for an additional 10 years. She establishes and maintains a school fiscal accounting system which conforms with generally accepted accounting principles, the school's charter and the Public Education Information Management System (PEIMS) data entry standards to the extent the Commissioner of Education determines is necessary to monitor charter school legal compliance. She collects and submits data for the Public Education Information Management System (PEIMS) in compliance with the Texas State Board of Education requirements. Data collection includes the following areas:
- Student demographic and academic performance
- Personnel
- Financial
- Organizational information
Ms. Santiago is also the Registrar for Gateway Academy and has been a registrar for the preceding 16 years. She is in charge of maintaining all attendance information daily and submits timely six weeks reports to the Texas Education Agency to determine student eligibility. The charter school will maintain attendance accounting records (including computerized records, period absence slips, and official calendar) after the completion of the school year by using archival notebooks with the school year clearly marked.
Mrs. Torres has 5 years experience working in the non profit field. Multitalented, Ms Torres handles all the management for the food service to Houston Gateway Academy. Ms. Torres makes sure that one-third of the Recommended Dietary Allowances (RDA) of protein, calcium, iron, vitamin A and vitamin C in accordance with the appropriate levels are provided to Houston Gateway Academy students.
She ensures the provision of the lunch time energy allowances based on appropriate age or grade groups in accordance with the levels provided are the applicable recommendations of the most recent Dietary Guidelines for Americans. Schools may use four alternative menu planning methods in order to meet lunch requirements and the appropriate nutrient and energy levels:
- Nutrient Standard Menu Planning
- Assisted Nutrient Standard Menu Planning
- Enhanced Food Based Menu Planning
- Traditional Food Based Menu Planning
Compliance with the nutrition standards and the nutrient and calorie levels shall be determined by averaging lunches offered over a school week. Children from low-income families are extended lunches free or at a reduced price of 40 cents or less based on Temporary Assistance/Food Stamp eligibility or according to a family size and income scale announced annually by the Secretary of Agriculture.
Ms. Hernandez has 9 years experience in Human Resources. She is responsible for managing the personnel department within Houston Gateway Academy. This includes screening resumes and applications, setting interview appointments and being involved in the hiring process. In most agencies the human resources manager is also key in providing employee supervision and evaluations, retraining employees, offering mediation services for struggling employees as well as firing employees that are not meeting standards.
Joyce Hernandez is aware of local, state and federal employment guidelines and how to manage payroll issues, maintain employee records, complete and record insurance and other programs offered to employees and be able to assist employees in understanding and evaluating the participation in these programs.
Linda Rangel
Director of Fund Development/Compliance officer
Ms. Rangel has 18 years of extensive experience in the non-profit field with 8 of those years directly in Charter Schools. She has 4 years experience in writing grants and has brought many new programs to Houston Gateway Academy through the provision of grant funding. She has a vast knowledge of starting new programs and is capable of expanding the services offered by Houston Gateway Academy. Ms. Rangel is in the process of developing a Housing program and a Child Placing Agency for Houston Gateway to offer more services to the Hispanic Community. As a Fund Development Director she is responsible for or the development and implementation of all fundraising activities, which include but are not limited to the following responsibilities:
- Develop, recommend and implement an overall resource development plan for Houston Gateway Academy consistent with the mission and vision of the organization. The plan shall include giving programs such as a planned giving program, a capital campaign, an endowment fund, foundation requests, government and other public funding.
- Create and manage a time-line to ensure strategic plans and critical processes are effectively carried out in a timely manner.
- Develop and implement specific fund raising objectives to meet defined organization goals and strategic objectives.
- Prepare and submit grant/foundation proposals.
- Develop a comprehensive database to support ongoing fund raising activities of the organization.
- Raise funds in excess of salary and fund development costs sufficient to meet expectations annually agreed upon.
